2017年7月，以中国科学技术大学为承办单位，举办“分数阶系统理论与应用国际研讨会”。会上，有不少与会嘉宾倡议创办以“分数阶系统理论”为主要研究方向的自动化学会分支机构，即分数阶专委会。但由于此次会议中，除了我们自动化学科下的学者，还有不少数学、材料等方向的专家，他们尚未注册成为中国自动化学会会员。因此，研讨会中的倡议也仅仅是今天专委会的雏形。

研讨会后，以中国科大为发起单位成立筹备组，积极号召分数阶系统理论方向的广大专家学者，加入自动化学会。三个月后，本领域注册会员已逾50人，达到了创办自动化学会分支机构的标准。17年10月份，中国自动化大会在济南召开之际，筹备组向中国自动化学会提交了专委会申报表，同意创建中国自动化学会分数阶系统与控制专业委员会，并作为非盈利机构独立运营。

      之后，筹备组又继续完善、补充申报材料，同时增加宣传力度，号召更多的专家学者加入到筹建专委会的队伍中来。终于在2018年5月份，以中国科大为筹建单位、正式向中国自动化学会提交了“分数阶系统与控制专业委员会”的申请材料和相关附属材料；同年7月，筹备组得到了“中国自动化学会关于成立分数阶系统与控制专业委员会的批复”文件。获得批复后，筹备组再次开始向学界发出邀请，并征集专委会委员报名。至报名截止之日，筹建组共收到委员申请108份。中国自动化学会分数阶系统与控制专委会自筹建以来，受到了中国自动化学会及国内外专家学者的广泛关注与大力支持。该专业委员会的成立，为国内分数阶系统与控制领域的专家学者们提供了一个展示成果、合作交流的高端学术对话平台，必将有效汇聚各方智慧和力量，为推动国家科技事业发展做出积极贡献。

In July 2017, the "International Symposium on Fractional System Theory and Application" was held with the

University of Science and Technology of China as the host. At the meeting, many guests at the meeting

proposed the establishment of a branch of the Automation Society with "fractional-order system theory"

as its main research direction, that is, the Fractional-Order Special Committee. However, because in this

meeting, in addition to our scholars in the automation discipline, there are also many experts in mathematics,

materials and other fields, who have not yet registered as members of the  Chinese Society of Automation.

Therefore, the initiatives in the seminar are only the prototype of today's special committee.

After the seminar, a preparatory group was established with the University of Science and Technology of

China as the initiating unit, and actively called on experts and scholars in the field of fractional-order system

theory to join the Automation Society. Three months later, there were more than 50 registered members in

this field, meeting the criteria for establishing a branch of the Automation Society.

In October 2017, when the China Automation Conference was held in Jinan, the preparatory group  submitted

a special committee application form to the Chinese Automation Society.  Agree to establish the Fractional

System and Control Professional Committee of the Chinese Society of Automation and operate it independently

as a non-profit organization.

After that, the preparatory team continued to improve and supplement the application materials,

while increasing publicity efforts and calling on more experts and scholars to join the team of preparatory

committees. Finally, in May 2018, with the University of Science and Technology of China as the preparatory

unit, the application materials and related supporting materials for the "Fractional System and Control

Professional Committee"  were officially submitted to the Chinese Society of Automation.

In July of the same year, the preparatory team received the "China Society of Automation" "Reply on the

Establishment of the Fractional System and Control Professional Committee" document. After receiving

the approval,  the preparatory team once again began to send invitations to the academic community

and solicit registration for members of the special committee.

As of the deadline for registration, the preparatory team received a total of 108 applications for membership.

Since its establishment, the Fractional System and Control Committee of the Chinese Society of Automation

has received widespread attention and strong support from the Chinese Society of Automation and domestic

and foreign experts and scholars. The establishment of this professional committee provides a high-end

academic dialogue platform for domestic experts and scholars in the field of fractional-order systems and

control to display results, cooperate and exchange, and will surely effectively bring together the  wisdom

and strength of all parties to make contributions to the development of national science and technology.
